Coreper komt met maatregelen voor opneming seizoensarbeiders uit derde landen in Schengenbeleid (en)

On December 5, the Committee of Permanent Representatives (COREPER II) agreed that the submitted proposal for new legislation on entry and residence of third-country nationals into the EU for the purposes of seasonal employment will serve as the basis for initiating informal trilogues with the European Parliament.

The aim is to reach agreement at first reading. The Committee also agreed unanimously on two Council Regulations on migration from the current Schengen Information System (SIS 1+) to the second generation Schengen Information System (SIS II).

The proposal for a Directive on the conditions of entry and residence of third-country nationals for the purposes of seasonal employment was submitted by the European Commission to the European Parliament and the Council, in July 2010 and the responsible Council working party began the discussions in September 2010. The proposal was submitted to the Committee of Permanent Representatives in October 2012 to obtain political direction on the scope of the proposal.

All seasonal workers

Following the decision of the Committee to include all seasonal workers in the directive, the proposal was further discussed at Counselors level in order to reach agreement on the text.

The first trilogue meeting with the European Parliament has been scheduled for December 17, following discussions of the proposal at a technical level.

As for the two Schengen Information System Regulations, they set out the legal regime for the SIS II migration, reflecting the technical migration approach outlined in the SIS II Migration Plan. They are estimated to provide financial support to Member States for costs involved in SIS II national development for migration-related testing activities and the migration itself.

The Council will proceed with the final adoption of these two Regulations on December 21.
